Developers Ken Talle and Brad Johnson have broken ground for 28 rental townhouses in Ramsey Village, a new urban redevelopment in the West Duluth section of Duluth, Minnesota. The century-old neighborhood has also been getting new detached houses, partly because the Spirit Valley Citizens Neighborhood Development Association and Local Initiatives Support Corp. persuaded the city to adopt a Traditional Neighborhood Development District ordinance that made it easier to build on small lots in old neighborhoods. Jerry Kimball helped prepare the 1999 Ramsey Village plan after retiring as head of Duluth’s Physical Planning Division.
