Congress passed legislation June 29 that extends the expiration date of the federal TEA-21 transportation law until the end of July. Even so, the Surface Transportation Policy Project says most observers see no chance that the House and Senate will agree on a new six-year transportation funding bill by that date. The Senate has proposed a $318 billion transportation package, whereas the House has called for $283 billion in spending, and the Bush administration has insisted on $256 billion.
