Milt Rhodes in Raleigh, North Carolina, who in 2006 established New Urban Water Works to develop innovative stormwater management plans for communities, recently started another business. His Carolina Cottage Company designs and builds very small houses for retirees, single parents, and others. Rhodes is trying to revive the cottage court, which is already making something of a comeback on the West Coast, and has drafted a proposed ordinance that would allow cottage courts throughout the city of Raleigh.
