The Urban Land Institute has released a 22-page booklet titled “Principles for Temporary Communities,” based on lessons learned from the Gulf Coast hurricanes of 2005. It includes a new strategy from FEMA’s Joint Housing Solutions Center that calls for transforming temporary housing into permanent neighborhoods built by public-private partnerships. The booklet also includes an approach recommended by the nonprofit Going Home Inc.: assemble as many as ten 12-by-12-foot modules to make houses that can be transformed into permanent homes. The booklet envisions temporary communities that incorporate high-quality design, recreational opportunities, and gathering places. ULI charges $10 for one booklet or $19.95 for a package of ten.
