Opponents lost their bid to prevent a Wal-Mart Supercenter from being built as part of a HOPE VI public housing redevelopment project in the Lower Garden District of New Orleans (see July/August 2003 New Urban News). The Wal-Mart is now operating on some of the land where the 1,500-unit St. Thomas public housing project used to stand. Opposition has not been quelled, however. Five national organizations recently filed amicus briefs in a lawsuit asking the US Fifth Circuit Court in New Orleans to halt further construction.
