Pennsylvania Governor Ed Rendell signed a law in December that encourages development around bus and rail stations. The law authorizes establishment of Transit Revitalization Investment Districts (TRIDs) — partnerships between local governments, transit agencies, and the private sector to produce transit-oriented development and to help maintain areas around stations. Robert Freeman, a Democratic assemblyman from Easton who is friendly to New Urbanism, said a TRID “would be ideal for Coatesville,” a small industrial city where Knight Fellows in Community Building conducted a charrette two years ago.
