In greater New York, suburban development no longer outcompetes development in the urban core. In a 31-county region centered on New York City, the urban core began in the mid-1990s to gain residents and jobs at the same rate as the periphery, according to a study by James W. Hughes and Joseph J. Seneca at Rutgers University. “I think there really is a fundamental shift going on,” said Hughes, dean of the Edward J. Bloustein School of Planning and Public Policy, “and the patterns of the last 50 years really are history.”
