Madison, Wisconsin, has adopted an ordinance that requires developers of projects of 10 or more housing units to set aside 15 percent of the units for people who earn less than the Dane County median income. In exchange for providing the affordable dwellings, developers get to choose from a variety of incentives, including density bonuses and expedited plan review. A provision allowing the city’s Community Development Authority to buy an affordable home when it is being sold and lease it to renters sparked controversy. Hickory Hurie, Community Development grants supervisor, said the Authority would use that power selectively. “It does not open the floodgates to a lot of rental units,” Hurie said.
