New urbanist developer Robert Chapman is preparing to break ground on Winmore, 129-acre traditional neighborhood development (TND) near the University of North Carolina in Chapel Hill. A neighbor sued to stop the project, claiming it would damage real estate values, but that action failed. The project is a public-private partnership with the university. Chapman’s partners are Herman Greene and Phil Szostak. Szostak did the land plan, which includes 400 units and a small center.
