A vote in the Dallas City Council has paved the way for the start of Victory, a $600-million, 20-acre, mixed-use development adjacent to the city’s central business district. The council agreed to reimburse the developers $43 million for the construction of public streets, plazas, and parking garages. The payment is likely to come through the sale of bonds issued by a public improvement district. Planned by Elkus/Manfredi Architects of Boston, Victory would occupy a long, narrow site along Interstate 35 and include 500,000 square feet of retail, 350,000 square feet of office space, a hotel, and more than 600 residences. The project would be built around the American Airlines Arena, home to Dallas’ basketball and hockey teams. The principal developer is The Palladium Company, which recently completed CityPlace in West Palm Beach, Florida, also designed by Elkus/Manfredi. Palladium expects to begin construction within a year.
