Federal Small Business Administration loans support sprawl, according to a lawsuit filed by environmentalists. Friends of the Earth and the Forest Conservation Council analyzed SBA loans in the Washington, DC, area during the last three years and found that 30 percent support new construction, much of which is on the fringe of the metropolitan region. This development causes more traffic and adds to air pollution, the groups say.
