Despite numerous setbacks, Pulte Home Corp. is not giving up on Salamanca, the 160-acre traditional neighborhood development (TND) in Dade County, Florida. The project, the nation’s largest homebuilder’s first attempt at TND and the first test of Dade County’s TND ordinance, was originally 1,440-units. It has been reduced to 1,282 units and will go before a community zoning appeals board. Pulte was turned down by this same board (with different members) in 1999, and then denied by the Miami-Dade County Commission. Pulte later appealed the decision to a Miami-Dade trial court, which remanded the case back to the county for another hearing.
