Colorado’s Republican Governor Bill Owens has unveiled a proposal to curb growth, “Smart Growth: Colorado’s future.” The plan’s four main objectives are to preserve open space by giving tax credits to landowners who preserve wildlife habitat; to strengthen neighborhoods by assisting counties with comprehensive plans and requiring regional cooperation on growth issues; to fund improvements in transportation infrastructure and encourage light rail where viable; and to scrap the growing enterprize zone system, replacing it with a system that rewards entrepreneurs who employ local workers and renovate existing buildings. The plan would also encourage local governments to reduce or waive fees on the construction of affordable housing. The amount of resources to be allocated to this plan has not yet been determined.
