“New Urbanism is not a social service program. A walkable neighborhood will not provide day care and affordable health care for impoverished families, or counseling for substance abusers, or community policing to help control crime. ... New Urbanism is subject to the limitations of place-based initiatives, which do a poor job of addressing problems that originate outside of the local community, such as racism; inequality; spatial mismatches; and local, state, and federal policies affecting low-income populations.”
