A Circuit Court judge in Oregon has ruled

A Circuit Court judge in Oregon has ruled that the controversial Ballot Measure 7 is unconstitutional. The measure, passed by Oregon voters last November, would require the state to compensate land owners for loss of property value due to planning and could jeopardize Oregon’s urban growth boundaries. The judge ruled that the measure should have been presented to voters along with the parts of the state constitution that if would modify. The case will likely go on to higher courts.
