The City of Oak Ridge, Tennessee, is the latest community to adopt a parallel traditional neighborhood development (TND) code. The effort grew out of the proposal for Rarity Ridge, a new urban community designed by Tunnell-Spangler & Associates of Atlanta. The firm convinced developer Tim Ross to cover the cost of writing the code, and the final document — written by Alycen Whiddon and Caleb Racicot — was voted on and implemented by the city within six months.
