Developers Frank and Trey Starkey of New Port Richey, Florida, are working on a new traditional neighborhood development (TND). Having sold a large part of Longleaf, their first TND — to Crosland Inc., which will complete the final two neighborhoods — the Starkeys are planning another development of regional impact. The new project, which like Longleaf is on Starkey family land, is 2,500 acres, several times larger than Longleaf, Frank Starkey told New Urban News. Five neighborhoods and a town center are planned for less than half of those acres, while most of the site is slated to remain as conservation land. A master plan was created by Frank Starkey, who is trained as an architect, and modified by consultant Glatting Jackson. Only the town center has been planned in detail — by Dover, Kohl & Partners and Ferrell Madden Associates. Specific drawings were needed because the Starkeys are negotiating with Crosland to develop the supermarket-anchored town center of the new project. The Starkeys wanted the plan in place prior to signing the deal. Crosland is already familiar with mixed-use town center design and construction, having developed Birkdale Village in Huntersville, North Carolina. “The town center will be the first part of the project that gets done,” Starkey says. “Even so it will be 2008 or 2009 before it is under construction.”
