Jefferson County, Kentucky, approved a Planned Village Development

Jefferson County, Kentucky, approved a Planned Village Development (PVD) District ordinance in late April, 1998, which applies to unincorporated areas surrounding the City of Louisville. The PVD is similar to many traditional neighborhood development (TND) ordinances in that it allows a mixture of uses and housing types in a village and neighborhood pattern. Developers must get a variance PVD, but the process has been simplified.
The first project to apply for a PVD is expected to be Norton Commons, a 600-acre TND including two villages and a hamlet designed by Duany Plater-Zyberk & Company. The PVD is designed for rural areas, but the City of Louisville is working on zoning that would be compatible with new urbanist infill and TNDs in the city.
