The Norfolk Redevelopment and Housing Authority (NRHA) is one step closer to making East Beach, a proposed traditional neighborhood development (TND) on the Chesapeake Bay, a reality. Ten developers expressed an interest in becoming the master builder for this redevelopment of a run-down neighborhood, and NRHA has asked six of them to submit detailed proposals by October 15. NRHA will select the winner in late November and hopes to conclude contract negotiations by the end of 1999, says Calvin Alperin, a development specialist with NRHA. East Beach was originally designed by Duany-Plater Zyberk & Company in 1994 and the plan was later revised by Kimley-Horn and Associates.
