The U.S. Department of Housing and Development (HUD) will not pay 100 percent of future Hope 6 projects, according to Elinor Bacon, deputy assistant secretary. HUD has been concerned about the cost of Hope 6, which is producing some of the most promising examples of inner city New Urbanism. But HUD still is committed to following the principles of the New Urbanism, Bacon says. “If it costs too much we are sunk, but we can’t go back to building the same old stuff, either,” she says. One way for HUD to do this is to insist on a large local share for funding of projects — perhaps a ratio of 1.5 local dollars for every one federal dollar.
