Description
The Town of Chapin, SC is seeking proposals from qualified entities, hereafter referred to as the proposer, to provide consultant services for a Master Plan and Feasibility Study for several adjacent properties, including a former school property.

Located adjacent to the Chapin Town Hall property are six properties, in various ownerships (Town of Chapin, Lexington County, Lexington-Richland School District 5, and private property owners). Located on these properties are a handful of buildings, including; a former school, a former gymnasium, a former theater, an office building, storage buildings, and an active public library. The properties also feature a public park, a former football field, and former baseball field. Given the proximity to the Town Hall, the past and present public use of these properties, and the central location in Town, it has long been envisioned that these properties could be developed/redeveloped for commercial, residential, and public uses.

A master plan of the properties, demonstrating a holistic conceptual layout of such a vision, is sought by the Town of Chapin. Such a concept would depict a walkable, downtown, mixed use style development featuring elements of new road infrastructure, intergrated streetscapes, green space, and walk ways/paths. Informed by a feasibility study and needs assessment, other elements would be included, such as; a performing arts facility, an expansion of the Lexington County Chapin Branch Library, existing location or new, a substation for the Lexington County Sheriff’s Department, and/or any other Lexington County Emergency Services, a recreational space and activities, and a location designed or serving as a central gathering place. Adjacent properties would be taken into consideration for potential expansion and integration in future. Special attention would be given to the Town Hall property, and the 2016 Town Hall property Master Plan, as a fully intergrated aspect.
