Description
The Metro Nashville-Davidson County Planning Department is seeking an individual to join its Community Plans section, coordinating and participating in community and small area plans with an emphasis on public engagement. The Planning Department, comprised of planners and designers with expertise in land use, architecture, landscape architecture, and urban design, is engaged in identifying opportunities, developing strategies, and recommending infrastructure and other improvements to address the challenges associated with growth and change. The Planner 2 – Community Plans position will work closely with the Community Plans team and colleagues across the department to support and lead planning projects with supervision by senior planners and/or management staff. The Community Plans section oversees and coordinates Metro Nashville-Davidson County’s General Plan – NashvilleNext, its 14 Community Plans, and the Major and Collector Street Plan. Metro Nashville- Davidson County includes a wide variety of rural, suburban, and urban settings with a focus on sustainable planning and a regional perspective.
The successful candidate for this position should have a background in land use planning, landscape architecture, transportation planning, or civil engineering, including project management and community engagement. He or she will contribute to the development of community plan updates, small area plans, and policy amendments, and act as a point person among internal and external stakeholders to ensure efficient coordination. This position will also assist in finding new strategies for engaging the community in a thoughtful and meaningful way.
The candidate will also have experience effectively communicating complex planning concepts and ideas to a variety of stakeholders. The individual will also have strong time management and organizational skills and experience in time-sensitive situations with competing priorities. We are looking for a qualified candidate to join our team as a mid-level planner.
Responsibilities
- Serves as a project team leader as needed, assigning and reviewing the work of team members, keeping management staff advised of progress on projects, assisting team members with problems, and coordinating team activities/projects with other divisions as needed.
- Contributes to the oversight of planning projects or implementation of the recommendations of those plans.
- Develops analyses and recommendations regarding current physical, social, economic, and community development.
- Prepares elements of the General Plan relating to various aspects of social, economic, physical, and facility planning.
- Reviews development proposals for compliance with various development regulations and with principles and practices of effective planning and land use.
- Consults with developers, contractors, and the public about planning related issues.
- Collects, organizes, and maintains social, economic, and census data for use in technical studies and reports.
- Conducts studies and collects data in the field as needed.
- Presents findings and recommendations to appropriate parties.
- Writes correspondence to internal and external team members and stakeholders and prepares presentations.
- Processes paperwork associated with various planning and project management activities.
- Prepares items and/or reviews items prepared by team members to be presented to the Metropolitan Planning Commission.
- Attends meetings and speaks to the public as needed.
Qualifications
- Knowledge of the principles, practices, and trends in community and urban planning.
- Knowledge of federal, state, and local regulations pertaining to community development and capital improvements.
- Knowledge of Civil Service and departmental rules, polices, and procedures.
- \Skill in collecting and/or analyzing data.
- Skill in working with the public.
- Ability to coordinate, assign, and review the work of others.
- Ability to read and interpret complex materials.
- Ability to conduct studies, analyze findings, and determine trends and/or make recommendations.
- Ability to present technical and statistical data to lay persons in ways they can understand
- Ability to communicate effectively, both orally and in writing.
- Ability to process paperwork according to established procedures.
- Ability to establish and maintain effective working relationships.

Education and Experience Requirements
Bachelor's degree in Planning, Architecture, Landscape Architecture, Civil Engineering, or a related field, from an accredited college or university and four (4) years of related experience, or a Master’s degree in Planning, Architecture, Landscape Architecture, Civil Engineering, or a related field from an accredited college or university, and two (2) years of related experience
