Planning Project Manager

Description
This is advanced, responsible professional work assisting with prioritizing, monitoring, and managing the City’s project portfolio within the Planning Department. An individual in this capacity will work on analyzing, evaluating, developing, and implementing departmental procedures and business processes related to the administration of the City’s Planning Project Portfolio.

An incumbent will be responsible for coordinating multiple projects based on the City’s needs and may independently coordinate a project or liaise with inter-departmental City staff members. The incumbent will be responsible for maintaining a comprehensive project portfolio; reviewing project proposals to determine time frame, funding, procedures required to complete projects, staffing requirements, and allotment of available resources for various phases of the project, including formulating the work plan and staffing requirements for each phase of the project, meeting with staff to outline work plan and assign duties, responsibilities, and scope of authority, and conferring with project personnel to ensure project is progressing on schedule and within budget; reviewing and monitoring processing of invoice payments; reviewing and preparing status reports and modifying schedules or plans as required; preparing project reports for the director or designee; conferring with project personnel to provide technical advice and to resolve problems; and coordinating project activities with other governmental agencies.

The exercise of independent judgment will be routinely required. This position reports to the Chief of Land Development or his/her designee.

Essential Functions

  • Monitors and evaluates projects and project processes at varying stages (e.g., planning, design, construction) to recommend amendments and strategies to ensure high quality, cost-effective, and on-time project completion.
  • Assists with assigning work to division staff and provides technical support and guidance to ensure efficient processing of permit processes.
  • Assists with evaluating and prioritizing new project requests by analyzing project needs statements and applying established ranking criteria.
  • Supports and maintains project management system data integrity and helps enforce document control procedures.
  • Monitors metrics in the Planning Department’s permitting platform (Avolve Projectdox) for compliance of teams on-time reviews and meeting review cycle deadlines for major projects. Assists with weekly permit project review for compliance with timelines.
  • Ensures user adoption of project management framework through periodic system audits, offering continued training opportunities, and the development of system use protocols/procedures. Ensures templates are used and complied with and proper documentation is submitted for various permit processes.
  • Assists in quality assurance and quality control tasks of staff analysis and reports of plan reviews completed by staff prior to approval.
  • Prepares reports to provide management with useful information on the status and health (budget and schedule) of each individual project as well as the overall Planning project portfolio.
  • Assists with identifying and developing possible process improvements for the Planning Department project portfolio.
  • Confers with project personnel to provide technical advice and to resolve problems. Reviews objectives, techniques of execution, and resultant findings.
  • Gathers planning data, prepares special reports, and makes general meeting preparations and necessary public contacts.
  • Anticipates and synchronizes legislative actions and appropriations to support planning projects. -Makes recommendations to the Planning Board and the City Commission on matters affecting zoning and zoning changes.
  • Makes presentations and reports to and for the Planning, Zoning, and Appeals Board, the City Commission, and the City Manager. Presents at public hearings.
  • Liaises with legal and procurement staff to ensure proper coordination and support of planning projects and goals.
  • May conduct field surveys and inspections.
  • Performs other related duties as required.

Minimum Qualifications
Bachelor’s degree in City, Regional, Urban Planning, Urban Studies, Architecture, Landscape Architecture, Environmental, Geography, Public/Business Administration, Engineering or a related field, and four (4) years of planning or land development project management experience. OR An equivalent combination of education and experience beyond a high school diploma or its equivalent and six (6) months of the required experience.
