Description
The Town of Purcellville (“Town”) is requesting quotes from qualified firms to produce a Master Plan and Design Guidelines for the Historic Downtown that implements the aspirations and values of the Town’s citizens articulated in the Town’s most recent Comprehensive Plan for the Downtown area.

The Town’s most recent Comprehensive Plan provides a detailed description of seven focus areas within the commercial, industrial business, and historic areas of our community where opportunities exist to enhance and facilitate development. One of these focus areas is the historic Downtown area. A three-day minor charrette was done for the Downtown from 2003-2005, which generated ideas and general designs, but not a comprehensive design implementation plan.

The Town seeks a design team specifically knowledgeable regarding traditional town planning according to the principles of the “Charter of the New Urbanism” and the “Canons of Sustainable Architecture and Urbanism” established by the Congress for the New Urbanism (https://www.cnu.org/who-we-are/charter-new-urbanism).

The Historic Downtown Master Plan and Design Guidelines project will be a collaborative effort involving the Town, Downtown property owners and business owners, and Town citizens. The intent of this project is to revitalize the Downtown area via a physical master plan and set of guidelines and plans. Collaboration will occur through a series of meetings, presentations, and a one week-long charrette process. The process will be organized into three major Phases: PreCharrette, Charrette, and Post-Charrette.
