Senior Planner/Transportation Planner

Salary: $65,648.00 Annually

Purpose
The purpose of this job is to manage, coordinate operations, and deliver projects associated with the departmental strategic plans and the long-range capital improvement plans. The Transportation Planner will oversee research and technical work performed at the planning level for the Transportation & Public Works Department (TPW) of the Athens-Clarke County Unified Government. Duties and responsibilities include, but are not limited to, providing managerial and supervisory duties, administrative quality control, preparing reports, overseeing public engagement, preparing and administering grants, managing planning studies, administering planning ordinances and regulations, presenting findings to groups and performing additional tasks as assigned. This position will also support the following TPW functions: plans review, rezoning analysis, and multi-departmental transportation coordination.

Essential Duties, Responsibilities

  • Supervises and evaluates assigned staff, handles all employee concerns, delegates’ assignments, counsels and disciplines employees when necessary, and completes employee performance appraisals.
  • Plans and administer grant applications writing and application submittals to federal and state agencies.
  • Process grant reimbursement requests that meet federal reporting requirements (for assigned grants) and perform grant related activities as assigned by the Department Director or their designee.
  • Maintain valid GDOT training certificate(s) as directed by ACCGov’s GDOT LAP Point in Charge.
  • Manage the procurement and preparation of master plans, planning studies, and reports in assigned area.
  • Manage and/or track implementation of the Bicycle and Pedestrian Master Plan (Athens in Motion Plans) and perform project manager duties on capital projects in the planning and the conceptual phases only, and on assigned safety and improvement projects.
  • Review new Planning & Zoning application and development plans, as well as internal and external capital improvement project plans for bicycle, pedestrian, and traffic safety infrastructure compliance with local and national standards. Determine needed bicycle, pedestrian, or safety improvements within these plan sets.
  • Administer the updates to and implementation of TPW-related ACC Ordinances and Technical Standards.
  • Create and lead presentations to various public and governmental departments and organizations and serve as the liaison for MACORTS and the Planning Department.
  • Coordinate between local, state and federal Governments on assigned capital projects, special tasks, safety improvements projects, and regulatory planning related issues.
  • Administer and Manage various training workshops, conferences, and committee and public meetings which may require meeting at night or overnight travel.
  • Prepares correspondence, reports, forms, flowcharts, graphs, spreadsheets, project schedules, and other documentation.
  • Assists with the preparation of the annual budget related to the Transportation Planning Section projects (Capital Projects) in the planning and/or concept phases.
  • Responds to requests for information from government officials, Athens-Clarke County employees, the general public, and other individuals.

Minimum Training and Experience

  • Bachelor’s degree in urban/regional planning, engineering, public administration, or related field, with five years of planning experience required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Two Years of Supervisory Experience required. Internal candidates who do not meet this requirement must complete the ACCgov Supervisory Equivalency.
  • Two years' experience in master planning, community planning, and/or data management and analysis required.
  • Must possess a valid driver's license.
  • Master's degree in related field preferred.
