Historic Preservation Division Manager

Salary: $86,736.00 - $112,756.80 full time

Description
The Historic Preservation Office (HPO) is a Division in the Planning Department. The HPO encourages the preservation of Austin’s historic buildings, structures, sites, and districts; promotes awareness of our cultural and architectural heritage; and helps shape a more sustainable, equitable, and livable city in collaboration with other City departments and community partners. This position is responsible for managing the Historic Preservation Office, which coordinates review of applications for historic zoning with the Historic Landmark Commission, and Austin City Council who makes final decisions on these designations. The office also reviews proposed work to locally designated historic properties, work within National Register historic districts, and demolition and relocation permits for historic-age properties.

The successful candidate will also be managing the staff working on the Equity-Based Preservation plan, and the staff that works on the surveys that identify historic structures and areas. This position, along with the Planner Principal, serves as the liaison for boards and commissions, and provides technical advice and assistance to citizens, boards, commissions, the City Council and other stakeholders. Additionally, the Development Services Division Manager will need to be able to work in a deadline-focused environment while balancing multiple projects, changing priorities relative to historic preservation.

Essential Duties

  • Directs the programs/projects/activities of the division/section.
  • Prepares and monitors division/section budget.
  • Sets division policy and ensure division is aligned with Department goals.
  • Oversees/performs contract development, preparation, and monitoring.
  • Performs economic forecasting and evaluation of division/section related programs.
  • Prepares financial summaries/reports for management review. Develops and establishes goals and priorities for departmental programs. Performs short term, long term planning.
  • Provides review of and/or prepare technical reports. Conducts needs assessment studies.
  • Evaluates program operations for effectiveness and efficiency to include workforce utilization.
  • Ensures compliance with federal, state, and city codes, ordinances and regulations.
  • Enforces quality assurance/quality control initiatives.
  • Serves as member of and/or coordinate with various boards, commissions, etc.
  • Provides technical advice and assistance to citizens, City Management, contractors, etc.

Minimum Qualifications

  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in related field plus five (5) years of related experience, including three (3) years of experience which were in a leadership or supervisory capacity.
  • Experience may substitute for education for up to four (4) years
