Description
The City of Cambridge, Maryland is issuing this Request for Proposals (RFP) to provide comprehensive planning services for the City. The intent of these services is to write and adopt a collaborative “place-based” Comprehensive Plan based on the tenants of the new urbanism.
The document must meet the requirements of the State of Maryland, the long-range planning needs of the City, and be presented in such a manner that any citizen, regardless of their background or upbringing will grasp its meaning.
Any response to this proposal shall include the total cost associated with creating the Comprehensive Plan as well as the qualifications that each team possesses.

- Public Engagement and Participation – Convey “best practices” and other “tools” related to citizen engagement and public participation for such a project.
- Provide a template for establishing a “form-based” Development Code from this plan (City has a downtown FBC).
- Downtown and Neighborhood Issues.
- a. Stormwater Management, including best practices, tools, and opportunities.
- b. A stormwater transect.
- c. A neighborhood scaled approach to stormwater issues, including heat island strategies, reforestation, and a stormwater fee structure.
- d. Economic Development.
- e. Parking Lots: Both city-owned and privately owned, including those that are ideal for future infill.
- f. First Floor and Upper-story Infill: Promote the use of infill, including ways to creatively navigate the building code.
- g. Promote home ownership programs.
- h. Infuse “Missing Middle” neighborhood housing typologies.
- i. Improvements to the Public Realm, including:
- i. Street and intersection design.
- ii. Review of “one-way” streets.
- iii. “On street” parking.
- iv. Appropriately designed sidewalks and crosswalks.
- v. Street tree plantings.
- vi. Public signage (stop, yield, parking, etc.) standards.
- vii. Private signage standards.
- viii. Civic space and park typologies and sizes.
- ix. The City’s alleyways.
- x. Residential “side yard” driveway construction.
