Engineering Manager
Salary: $100,493.58 - $120,000.00
Description
This role will lead and manage the Engineering Division to ensure efficient operations and high-quality work.
Examples of Duties:
- Leads and manages the Engineering Division. Provides technical expertise and oversight for division staff, plan review engineers, and inspectors.
- Selects, trains, supervises, and provides technical expertise and oversight for division staff, plan review engineers, and inspectors.
- Sets schedules and priorities, performs performance appraisals, conducts/initiates disciplinary actions, and counsels staff as necessary regarding performance expectations, policies and procedures.
- Serves as the City’s lead engineer for matters related to public and private rights-of-way.
- Manages and performs technical reviews of complex plans for new development and redevelopment to ensure compliance with applicable engineering design specifications, city policy and regulatory requirement.
- Analyzes reports, maps, drawings, tests, and aerial photographs on soil composition, terrain, hydrological characteristics, and other topographical and geologic data to review and design various projects.
- Prepares, reviews, updates, and makes recommendations for engineering standards.
- Coordinates inspection of construction sites to monitor progress and ensure conformance to engineering plans, specifications, and construction and safety standards.
- Addresses potential conflicts with existing infrastructure and encroachments for public and private projects.
- Oversees the Department’s participation in the encroachment review process, preconstruction conferences, plat review process, and infrastructure dedication package approval process including performance and warranty bonds. Signs plat and dedication documents.
- Assists in and supervises staff in the Dedication Package Approval Process.
- Represents the City in coordination with State and other organizations for interagency enforcement and collaboration.
- Interacts with applicants, contractors, and the public on development issues. Attends meetings and public hearings.
- Manages preparation and implementation of the division’s budget.
- Provides a high level of customer service to internal staff, engineers, surveyors, developers, consultants, contractors, and citizens. Proactively communicates to explain review processes and resolve issues.
- Tracks, analyzes, and reports on metrics as needed to evaluate and improve applicable processes and prepares presentations.
- Performs other duties as assigned.
Basic Qualifications:
- Bachelor’s Degree (BA/BS) in Civil Engineering or related field and ten years of related experience; or an equivalent combination of education and experience.
- Valid South Carolina issued driver's license.
- Registered Professional Engineer in the state of South Carolina or registered in another state with the ability to become certified in SC within 6 months of hire.
- Thorough knowledge of Microsoft Windows, Outlook, Excel and Word or similar software.
Preferred Qualifications:
- Knowledge of AutoCAD, ESRI GIS, ICPR, and other engineering software platforms preferred.
- Experience in site development, infrastructure construction and/or hydrology/stormwater.
- Background in management and permitting, especially if with a municipality.
Other Necessary Requirements:
- In the event of major storms or other emergency situations, this position may be subject to 24-hour shifts or any other emergency schedule that is necessary to meet the City’s needs.
- May require evenings, weekends, and holidays as scheduled.
