Chief of Urban Design

Salary: $98,472.61 Annually

Nature of Work

This is advanced level administrative and professional work in the Urban Design Division for the Department of Planning. This leadership position is responsible for analyzing and evaluating the architecture, landscape architecture, and urban design of the neighborhoods in the City of Miami to ensure development aligns with planning and design policy. Work entails planning, assigning, and supervising the work of professional staff to complete assigned projects and special studies. The incumbent is responsible for establishing the direction and timeframe for urban design and planning projects. The position has considerable professional responsibility and wide latitude in developing objectives and goals for the Urban Design Division. This position reports to the Planning Director or his/her designee.

Essential Functions

  • Manages the review of complex development projects, neighborhood and area-wide urban design plans, and proposals 
  • Coordinates special projects related to Master Planning and Streetscape design for specific neighborhood needs 
  • Restructures, develops and recommends amendments to pertinent sections of the City’s regulatory standards to expand and redefine the scope of review, in order to ensure sound planning and optimize urban design for major development proposals 
  • Collaborates, negotiates, and resolves conflicts related to urban design issues between stakeholders, the general public, administration and other agencies 
  • Oversees the activities related to the Urban Development Review Board 
  • Coordinates urban design items to be heard by the Planning Zoning and Appeals Board, Urban Development Review Board, Wynwood Design Review Committee, the City Commission, and any other boards or agencies as required 
  • Works with Planners and consultants to define and direct the urban design and planning goals and objectives for the City of Miami 
  • Oversees the preparation of maps, reports, plans, studies and legislation as a basis for various planning initiatives 
  • Conducts technical reviews of development projects and advises applicants on permitting processes, assists the public with applications and inquiries, and reviews issues for compliance with applicable city, county, state, and federal laws 
  • Directs and assists in the development of comprehensive neighborhood plans, construction details, scope of services for bid documents, and the compilation of information for grant applications as assigned 
  • Evaluates customer needs and leads the Division in any process improvements efforts including the development, formulation and revision of departmental policies and procedures 
  • Develops strong partnerships and working relationships with other City departments, agencies, committees, advisory groups, and elected or appointed officials in order to achieve departmental and City goals, as well as providing excellent customer service 
  • Conducts research and analysis related to special permits, regulatory standards, and neighborhood studies and prepares ad hoc reports and presentations to detail findings 
  • Supervises, trains, and provides guidance to professional Planners and consultants on respective work methods, review of objectives, and techniques of execution and resultant findings 
  • Establishes Division goals and standards of work performance and evaluates processes through strategic planning 
  • Plans, directs, organizes, evaluates, and trains subordinate personnel to ensure retention of highly competent and service-oriented staff 
  • Represents the City and the Department at various board, City Commission, and other public meetings as necessary 
  • Performs other related work as required

Minimum Requirements

  • Master’s degree in City, Regional or Urban Planning, Architecture, Landscape Architecture, or a closely related field. 
  • Thorough five (5) years progressively responsible urban planning experience which must have included considerable three (3) years supervisory experience. 
  • Competency with Geographic Information System (GIS) or other relevant software and certification from the American Institute of Certified Planners (AICP) are highly desirable.

  • Equivalent combination of education and experience beyond a high school diploma or its equivalent and one (1) year of the required experience mentioned above. 

NOTE: Must be willing to work flexible hours including evenings, weekends and nights.
