Description
The Housing Development Manager leads a team on acquisition and development of property controlled by the Austin Housing Finance Corporation (AHFC) and the Austin Housing Public Facilities Corporation (AHPFC). Utilizing voter approved General Obligation Bonds, AHFC has acquired more than 100 acres of vacant and underutilized commercial and residential property along existing and planned public transportation routes to be disposed of by AHFC and developed as affordable housing. The team is responsible for all partnerships that the AHFC and AHPFC enters.
The Housing Development Manager works with the Division Manager to establish short- and long-term acquisition and disposition strategies and collaborates with the Asset Manager to consider repositioning of existing properties in the AHFC portfolio, as necessary. This position also routinely engages with developers and investment groups to assess new opportunities and make recommendations for new partnerships. The ideal candidate will have strong interpersonal skills and be able to represent the interests of the AHFC and AHPFC to development partners, lenders, other public entities, and the public.

Duties, Functions, and Responsibilities:
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
- Directs program activities with other City departments, HUD officials and contractors.
- Develops new programs.
- Conducts long and short term planning , develops proposals and make recommendations.
- Represents the Department at City Council, board and commission meetings, and coordinate Department business matter with bankers, mortgage companies, attorneys and citizen organizations.
- Conducts analysis of present value of projects, cost and benefit ratios, return on investment, tax credits, fund leveraging, budget methods for municipal government, and programs funded by Federal government.
- Administers programs and contracts funded by the City and other funding authorities and provide technical direction to subordinates and to the public regarding various programs and loans.
- Provides direction for preparing Request for Proposals and service contracts and review final documents.
- Performs routine internal audits to assure compliance with regulations, policies and procedures, and requirements of the City, Federal authorities, and grants, loans or other funding sources.
- Monitors and reports the financial status of various State and Federal grant programs and on awarded grants.
- Exercises signature authority on Departmental RCAs and payment vouchers upon delegation by Director.
- Makes presentations to the Director, City Manager, and City Council.

Knowledge, Skills and Abilities:
Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
- Knowledge of housing finance, both single-family and multifamily development process.
- Knowledge of the principles and practices of single-family and multifamily mortgage underwriting.
- Knowledge of the Federal and State revenue codes and statutes relating to housing finance.
- Knowledge of housing market developments, regulations, and real estate practices.
- Knowledge of public funding process as it relates to budgeting cost accounting, financial planning and management.
- Knowledge of city practice, policy and procedures.
- Knowledge of supervisory and managerial techniques and principles.
- Skill in oral and written communication.
- Skill in handling multiple tasks and prioritizing.
- Skill in using computers and related software.
- Skill in data analysis and problem solving.
- Skill in planning and organizing.
- Ability to work with frequent interruptions and changes in priorities.
- Ability to plan, implement, and coordinate technical and administrative programs.
- Ability to establish and maintain effective working relationships with the other city employees and the public.
Minimum Qualifications
Education and/or Equivalent Experience:
- Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Real Estate, Finance, or related field, plus four (4) years of experience in building trades, economic development, social service programs, real estate, public finance, business development, installment and commercial loan processing, financial monitoring or other related experience, two (2) of which were in a lead or supervisory capacity.
- A Master’s degree may substitute for two (2) years of the required experience.
- Experience may substitute for the education up to the maximum of four (4) years. #Certification from the National Development Council may substitute for one (1) year of experience.
Preferred Qualifications
- Experience with real estate development specifically site feasibility analysis; design and permitting processes; and finance.
- Experience providing leadership and peer review of work.
- Experience in negotiating complex agreements between multiple parties.
- Skilled in developing productive relationships with partners, lenders, and investors.
