GENERAL DESCRIPTION OF THE POSITION
The position is tasked with assisting the Director in oversight of the Department, including various boards and commissions as well as the facilitation of matters related to growth, development, redevelopment, revitalization, and the physical organization of the community.
In addition, this position has the responsibility for development and zoning requests, activities related to comprehensive planning and research, downtown and neighborhood planning, and historic preservation. A “new urban” approach to such matters will be infused when possible.
The candidate is also responsible for working with elected and appointed governing bodies, city departments, public agencies, developers, and the public to ensure that projects meet the goals and standards established by the City.
Finally, all members of the planning staff shall maintain a close relationship, working with those that are responsible for oversight of the City’s building permits, inspections, housing, engineering, public works, economic development, and similar programs.
SPECIFIC RESPONSIBILITIES OF THE POSITION
Specific responsibilities associated with this position include attendance and supervision of the following Boards and Commissions, including agendas, staff reports, presentations, power points, etc. Oversight of such activities and meetings will be provided by the Planning Director:
- Historic Preservation Commission
- Planning and Zoning Commission
- Board of Appeals
In addition, the Planner II shall work with the Director on various “Special Projects” within the community; including:
- A new Comprehensive Plan – working with a new urban firm to infuse Elements supported by traditional planning and design principles with cutting edge ideas
- Two new City Park’s, including one that is adjacent to a historic warehouse that includes a rail trail, stage, interactive play area, splash pad, dog area, and skate and pump track
- Updates to the Unified Development Code – including updates and expansion of the City's Form Based Code.
- Work with a team of nationally respected designers to establish and then adopt a form-based overlay code for a new riverfront portion of the city's downtown
- Critical Area updates
- Living Shoreline program aimed at providing stormwater infrastructure and protection along the City's waterfront

- Shall collect, analyze, compile, organize and present technical, statistical, and / or graphic information pertaining to planning and zoning research.
- Shall prepare concise written and oral reports.
- Shall comply with all written City policies and procedures.
- Shall adhere to the “assigned work schedule” as conveyed by the Director.
- Shall adhere to the “attendance policies” as conveyed by the Director.
- Shall adhere to all “duties and responsibilities” that are assigned by the Director.
MEMBERSHIPS
- Congress for the New Urbanism (CNU-a)
- American Institute of Certified Planners (AICP)
- Congress for Registered Landscape Architects (RLA)
- American Institute of Architects (AIA)
- Leadership in Energy and Environmental Design (LEED AP)
and/or other certifications are strongly preferred.
PERSONAL QUALIFICATIONS
Applicants should possess the following:
- A Bachelor’s or Master’s degree from an accredited college or university in planning and design, urban design, geography, political science, architecture, landscape architecture, or a similar or related field.
- Three (3) or more years of progressively applied experience in the planning and design field or a similar or related field (i.e., community, environmental, historical, or transportation related activities, etc.)
- A willingness to devote oneself to the activities that accompany this position while continually working to improve upon their ability to do so.
Candidates possessing an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.
