WHO WE ARE LOOKING FOR

The Department of Permitting Services is currently recruiting for Manager II (Download PDF reader)/Chief for the Division of Commercial Building Construction.

What You'll Be Doing

This is a critical senior-level management position within the Department. It directs the functions of the Division of Commercial Building Construction, oversees the operation of the division including plan reviews, permit issuance, building construction inspections and related activities, as well as the building code interpretation and compliance. 

The incumbent is delegated full management responsibility for planning, developing, and implementing broad operational department programs, functions, and services that critically impact the accomplishment of the department’s goals, objectives, and mission. 

  • Develops strategic direction, establishes goals and expectations, delegates special assignments, and is accountable for the overall results of the Division. 
  • Develops and recommends policy for the Department and division. 
  • Ensures the consistent interpretation and implementation of adopted building codes. Provides technical expertise, guidance, and support to ensure compliance with standards to safeguard public safety and property related to construction, design, material, and U&O. 
  • As building official, has the final authority in the County regarding the interpretation of and compliance with all building codes and development regulations in the County. 
  • Represents the Department on committees, boards, and task forces, and before County officials, other government groups, business leaders, stakeholders, and public meetings. 
  • Coordinates with other DPS Divisions, Montgomery County Departments, and government agencies. 
  • Related responsibilities.

Minimum Qualifications

Experience: Seven years of progressively responsible professional experience in construction, building, plan review, inspections, and/or fire code enforcement program operations, three years of which were in a supervisory or executive capacity.
Note: The term “executive” is further defined as a high echelon or high level position in an organization that is assigned technical research, management advisory services responsibilities, or policy-making duties and responsibilities that exerts considerable influence on organizational policy, plans, and operations through technical research, management advisory services, and/or policy-making duties and responsibilities (e.g., County positions at Grade 30 or above). 

Education: Graduation from an accredited college or university with a Bachelor’s Degree. 

Equivalency: An equivalent combination of education and experience may be substituted. 

LICENSE: Possession of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence.

Preferred Criteria, Interview Preferences

All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated “Qualified,” placed on the Referred List, and may be considered for an interview. Employees meeting minimum qualifications who are the same grade or higher will be placed on the Referred List as a “Transfer” candidate and may be considered for an interview. 

Preference for interviews will be given to applicants with experience in the following: 

  • Experience in managing one or more organizational units of a major mission-critical program, function, or service related to commercial building construction and fire code compliance/enforcement. 
  • Possession of CC or NFPA certifications and training. 
  • Experience delivering front-facing, high-level communications to federal and state agencies, the media, commissions, boards, community groups, etc. 
  • Experience developing and employing industry best practices in implementing change, evaluating performance, and delivering excellent customer service. 
  • Experience collaborating on inter-organizational task forces, committees, special projects, etc. 
  • Experience responding to and coordinating emergency efforts related to the safety of residents, businesses, and the built environment.
