Urban Design Planner, T (Planner II)

Salary: $34.30 Hourly

Description

This is advanced level professional work in Urban Design and City planning involving the performance of difficult and complex City planning projects. The incumbent plans and outlines difficult or complex urban design and planning studies designed to facilitate comprehensive planning reports; while working under a minimum of supervision and direction. Work performed by employees in this class is more varied, requires greater experience and training, and entails the exercise of considerable independence in work performance. This position is assigned to the Urban Design section in the Department of Planning; and reports to the Chief of Urban Design, Assistant Director, Planner III, the Department Director, or designee who reviews planning recommendations formulated.

Essential Functions

Supervision is usually exercised over a group of professional and technical personnel engaged in the preparation of planning studies concerning the physical, economic and social development of the City. The duties of the position include, but are not limited to: performing more difficult and complex planning studies relative to the social and economic aspect of the community and studies relative to various phases and aspects of the planning programs as outlined in the City’s comprehensive plan; directing the development and preparation of urban design projects that include comprehensive architecture, urban design and landscape architectural plans and regulations, including the project’s scope of services, site plans, working drawings, construction details, specifications and bid documents; reviewing and making recommendations, as necessary on proposed architecture and landscape plans for City permits; overseeing the preparation of maps, reports and statistical compilations as a basis for planning in a variety of functional and geographical areas; participating in the overall development of the comprehensive plan through recommendations as to the desirability of ordinances, rules, regulations and capital improvement schedules; reviewing existing zoning provisions and making recommendations for the revision of zoning ordinances to conform with individuals and City characteristics and needs; performing extensive research and prepares comprehensive reports on City planning and related subjects; compiling related and supporting data for use by the Planning Board, the City Manager and other interested agencies; assisting in the presentation of planning and zoning problems at Planning Board and other public meetings; assisting in the preparation of studies and plans on urban revitalization, conservation and redevelopment of major civic problem areas; assisting in the preparation of reports on various phases of the Planning program, including population, social and economic characteristics, commercial and industrial trends, housing, tourism, and building types and used, public improvements and facilities and park, recreational and cultural facilities; working with private consultants under contract with the City and serves as a linkage to City resources; and performing other duties as may be required.

Minimum Requirements

Bachelor’s degree in City, Regional, Urban Planning, Urban Studies, Architecture, Landscape Architecture, Architecture History, Historic Preservation, Environmental Engineering, Geography, Art History, Public Administration or a closely related field; and two (2) years professional City, Regional or Urban planning experience. Skill in the use of AutoCad, GIS or other relevant software may be desirable. A valid driver’s license from any state (Equivalent to a state of Florida class E) may be utilized upon application, however prior to appointment a State of Florida Driver’s License (Class E or higher) must be presented to the Department of Human Resource and must be maintained valid throughout employment. 

OR 

Equivalent combination of education and experience beyond a high school diploma or its equivalent and six (6) months of the required experience.

Advanced degrees, certifications or registrations may be preferred depending upon departmental needs.
