Job Description:

The City of Troy is seeking applications and resumes for the Commissioner of Planning and Community Development position.

The salary for this position is $76,000. 

The work involves responsibility for the overall coordination, development and administration of plans, projects and programs designed to improve the physical, social and economic well-being of the City of Troy in a comprehensive and unified manner.  Responsible for all planning processes including update of comprehensive plan as well as staff to the City Planning Commission, the Historic Review Commission, Zoning Board of Appeals, and other agencies as may be assigned by the Mayor. Position oversees the planning and housing departments for the City of Troy, NY. Does related work as required.

Typical Work Activities: (Illustrative Only)

  • Responsible for coordinating, developing and administering plans, projects and programs designed to improve commercial, housing and economic conditions;
  • Reports to the Deputy Mayor and works closely with the Mayor’s office and other departments in developing planning initiatives and development projects.
  • Oversees program development strategic planning, program evaluation, communications, intergovernmental relations, and grant applications (as applicable to department);
  • Works with Grant Writer to develop, prepare and process grant applications from a multitude of funding sources; prepares reports for higher level officials and other governmental agencies; Creatively conceives and designs plans, provides technical assistance and support for developing goals, strategies, and objectives for the department;
  • Develops organizational goals essential to the implementation of City policies and objectives;
  • Reviews and interprets Federal, State and local regulations pertaining to land development, residential development and related programs;
  • Coordinates the development and maintenance of the Comprehensive Plan and oversees the development of the 5 Year Plan for Housing Department;
  • Coordinates with the Public Information Officer and the Mayor’s office on community outreach and press announcements.
  • Develops public policy in consultation with involved parties, makes recommendations, and develops proposed amended rules and ordinances.
  • Confers or corresponds with architects, property owners, or contractors regarding development plans, building plans, and development issues.
  • Supervises all customer services and related department records and files.
  • Provides staff support to the City Planning Commission, the Historic Review Commission, Zoning Board of Appeals and other agencies as may be assigned by the Mayor by preparing and distributing reports, scheduling public hearings and monitoring all requests to vary from the zoning ordinance requirements and appeals of City staff determinations.
  • Manages the development and implementation of department goals, objectives, policies and priorities for each assigned area; establishes, within City policy, appropriate service staffing levels, and allocates resources accordingly.
  • Acts as official departmental representative and provides staff assistance to other City departments, Mayor’s Office, elected officials, and outside agencies; explains and justifies department programs, policies and activities; negotiates and resolves sensitive, significant and controversial issues.
  • Prepares and approves agenda items; attends City Council and assigned boards, commissions and/or committee meetings and takes necessary action regarding Council and/or committee agenda items as well as provides staff support to such assigned board, commissions and/or committees.
  • Selects, motivates, and evaluates department staff; provides and coordinates training and works with employees to correct deficiencies; implements and administers disciplinary and termination procedures.
  • Plans, directs and coordinates, through subordinate-level staff, the department work plan; meets with staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures.
  • Manages and participates in the development and administration of the department budget; estimates funds needed for staffing, equipment, materials, supplies and projects; directs the monitoring and approval of expenditures; directs the preparation and implementation of budgetary adjustments as necessary.
  • Coordinates departmental activities with those of other departments and outside agencies and organizations; prepares and presents staff reports and other necessary communications. Participates in brainstorming and professional group meetings and sessions with senior staff on issues that may be outside area of direct responsibility.
  • Responds to and resolves sensitive inquiries, concerns and complaints from both internal and external sources.
  • Stay abreast of new trends and innovations in the field of urban planning and development, construction services, code and environmental health issues; and Local, State and Federal community development initiatives.  

The position requires thorough knowledge of operations, services and activities of city planning and development programs, principles, practices and theories of urban planning and development, and land use laws; good knowledge of organization, function, and authority of various City departments and agencies; ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the City;  Good knowledge of principles or supervision, coaching, counseling, training, and performance evaluations; ability to provide administrative and professional leadership to staff; ability to analyze problems, provide alternatives, identify solutions in support of established goals; ability to analyze and evaluate current operations and provide alternatives where necessary to provide new customer services methods, procedures and techniques; ability to provide professional, courteous and efficient service to the public, staff and other departments in the City; ability to communicate clearly and effectively, both verbally and in writing;  ability  to operate personal computer and utilize applicable software; demonstration of fairness, honesty, and ethical and legal awareness in personal and professional relationships and activities; foster ethical behavior throughout the department through personal example, management practices and training.

Minimum Qualifications:

Graduation from a regionally accredited or New York State registered college or university with a Master’s Degree in Urban Planning, Architecture, Construction Management, Public Administration, or a related field and five (5) years of full-time, paid experience* in urban planning, or the administration of the same, five (5) years of which shall have been in administrative and supervisory capacity; 

OR

Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Urban Planning, Architecture, Construction Management, Public Administration, or a related field and seven (7) years of full-time, paid experience* in urban planning, or the administration of the same, five (5) years of which shall have been in administrative and supervisory capacity.

Special Requirements for Acceptance of Appointment:

Incumbent must possess and maintain a valid New York State Driver’s License for entire term of employment.

Special Notes:

  • Possession of an American Institute of Certified Planners (AICP) credentials will be given special consideration;
  • Incumbent would have ninety (90) days to move into the City of Troy and thereafter maintain residency.
