Major Duties Include:
- Acting on the direction of the City Manager, plans, directs, and coordinates the short and long-range planning activities for the City; evaluates and identifies present and future community needs; establishes planning or zoning priorities.
- Supervises professional, administrative, and technical personnel; interviews and hires personnel; plans, schedules, and assigns work; ensures employees are instructed in correct methods and procedures; ensures employees are trained in safe operation of equipment; monitors and inspects work in progress to ensure continuity and timely completion of work; reviews and evaluates employee performance.
- Keeps City Manager and City Council informed of Department activities; attends City Council meetings.
- Prepares and presents annual budget and administers funds for the Department; monitors expenditures to ensure compliance with budget.
- Meets with the public to respond to questions and resolve problems concerning planning issues regulations, and enforcement actions; performs public relations work within our community and state.
- Oversees the review process for all applications for consideration by the Planning Commission, Board of Zoning Appeals, and Design Review Board to assure timely action, compliance with regulations, and clear explanations to reviewing boards and commissions. Meets with potential and actual applicants as needed. Approves building plans for Zoning Ordinance compliance.
- Oversees the review process for all applications for development which can be administratively approved to assure timely action and compliance with regulations. Meets with potential and actual applicants as needed. Approves submitted plans.
- Develops and maintains cooperative relationships with other City departments, outside vendors, community leaders, other agencies, and the general public contacted in the course of work; attends meetings as needed; resolves problems or complaints.
- Interprets and enforces development regulations including the Zoning Ordinance and Land Development Regulations.
- Enforces conditions of approval imposed by City Council on annexations or rezonings. Also ensures compliance with City utility agreements for property in unincorporated areas.
- Serves as secretary to the Planning Commission; attends and participates in meetings; prepares memoranda and makes presentations to explain issues; assists the Commission in preparation of the draft annual Action Agenda work program; assists the Commission in the preparation of the draft Comprehensive Plan; prepares drafts of proposed ordinances and policies; maintains records on development applications and approved projects.
- Attends meetings of the Design Review Board, Board of Zoning Appeals, and other boards and commissions as needed; ensures the formulation and preparation of agendas and drafts ordinances and policies.
- Recruits and manages the work of consultants preparing plans or studies.
- Approves building permits to verify compliance with the Zoning Ordinance and conditions of approval imposed by City Council.
- Represents the City on staff committees of the Augusta Region Transportation Study (ARTS) and attends meetings of the South Carolina Subcommittee.
- Participates in the review of the decennial Census data as it affects Aiken; reviews pre-Census and post-Census counts.
Qualifications:
Bachelor's degree in Planning, Business or Public Administration, or related field from an accredited college or university. Master's degree preferred. At least six years related experience including three years supervisory experience or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities. Valid state driver's license and a satisfactory motor vehicle record. American Institute of Certified Planners (A.I.C.P.) certification is preferred.

Salary is dependent upon qualifications and experience with benefits.
