Planner III (Adequate Public Facilities and Master Planning-part-time)

Salary: $67,614.00 - $121,955.00 Annually

Description
Do you have a background in planning, adequate public facilities, or school planning? If this sounds like you, the Montgomery County Planning Department is where you want to be! We are currently seeking a Planner III responsible for implementing and updating Montgomery County’s Growth and Infrastructure Policy as it pertains to school infrastructure adequacy and preparing the schools element of area master plans. This position is in the Countywide Planning and Policy Division which works to support Countywide growth management and policies as well as to support area master, sector, and functional plans. This is an 80% part-time career position.

The Montgomery County Planning Department is part of The Maryland-National Capital Park and Planning Commission (M-NCPPC). For 95 years, M-NCPPC has had a national reputation for excellence in planning, and today serves a culturally diverse population of over one million people on the border of Washington, D.C. in Montgomery County. We provide county-wide planning functions including long range planning, as well as reviews of development applications in diverse built environments of downtown urban districts, suburban communities, and agricultural areas. We have pioneered nationally modeled programs in agricultural preservation, inclusionary housing, and transit-oriented design. 

Examples of Important Duties
Coordinate school-related components of the Growth and Infrastructure Policy (GIP):

  • Monitor and report on school enrollment projections, capital planning, capital budget and Capital Improvement Program processes.
  • Prepare and conduct the annual school test identifying the capacity adequacy of each public school.
  • Prepare the annual school utilization report, which tracks enrollment and utilization trends at each school and home construction and sales data by school service area.
  • Lead updates to the schools component of the GIP. This includes participating in team meetings, preparing policy recommendations, and drafting policy documents.
  • Coordinate the schools data gathering efforts. -Create and maintain school adequacy guidelines documentation.
  • Lead the calculation of student generation rates (SGRs) by various geographic and property characteristics.
  • Work with communications staff on outreach efforts and maintenance of the GIP webpages.

Coordinate efforts with internal and external stakeholders:

  • Form and lead the Schools Technical Advisory Team, as applicable, with the start of the GIP update.
  • Collaborate with the demographers and long-range planners at MCPS on joint efforts.
  • Participate in monthly staff coordination meetings with county schools staff.
  • Participate in community meetings, Planning Board work sessions and Council work sessions. Prepare and give presentations as needed.
  • Represent the department at external and internal meetings on adequate public facilities or school planning.

Support area master plan efforts:

  • Conduct school enrollment impact and adequacy analyses for master plans.
  • Draft school facilities section of master plans.
  • Advise the planning staff, the Planning Board and the County Council on the implications of the school recommendations in master plans, as needed.
  • Conduct school enrollment and adequacy updates for master plan monitoring efforts.
  • Serve as a member of master plan teams and lead the development of master plan recommendations related to school facilities.
  • Participate in master plan community meetings, area tours, Planning Board work sessions and Council work sessions, as needed.

Minimum Qualifications

  • Bachelor’s Degree in Planning, Geography, Architecture, Parks and Recreation, Transportation, Urban Design, Engineering, Environmental Science, Public Policy, Economics or any related field.
  • Four (4) years of progressively responsible professional level planning experience related to specific area of assignment such as transportation planning, environmental planning or urban planning.
  • An equivalent combination of education and experience may be substituted, which together total eight (8) years.
  • Valid driver’s license (depending on area of assignment) in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.

Preferred Qualifications

  • Excellent research, data analysis, writing, and communication skills.
  • An understanding of master planning, budgeting and school planning processes.
  • Demonstrated ability to summarize complex technical issues and analysis for presentation to residents/stakeholders as well as elected and/or appointed public officials.
  • A strong interest in public engagement. -Proficiency with GIS applications and other data management tools and software.
  • The ability to work both on own initiative and as part of a team.
  • Experience in interpreting and evaluating school capacity and enrollment trends and projection and an understanding of the factors that influence these trends.
